European Parliament study on Multilingualism recommends EU reinstates support for EBLUL

In January, Professor Joe Cullen from the Menon Network EEIG, presented to the Culture Committee of the European Parliament the outcome of the study on “Multilingualism: between policy objectives and implementation”, commissioned by the Parliament.
One of the recommendations in the Report (p.9) is that the EU reinstates its support for EBLUL.

The study mainly assesses how agencies and other stakeholders of the European Union and Member States have supported policies aimed at promoting language learning and cultural diversity over the period from 2004 to the present within the context of the Commission Communication “Promoting Language Learning and Linguistic Diversity: An Action Plan 2004-2006” and the European Charter for Regional or Minority Languages (ECRML). 

The report illustrates the complexity existing in the EU in relation to the situation of lesser used languages. Authors of the report have also found out that there has been little progress made in Member States regarding the implementation of the ECRML.

The study also criticizes the Action Plan for being too complex and not tailored to Member States’ realities. Only 30% of its provisions have been implemented, the document notes. (Eurolang 2009)
